I think this is a penalty purely because it’s England that it’s being given against.
Maguire is getting a boost because the people booing him are the opposition fans this time.

It’s a super unnatural arm movement from him that literally hits the opposing player in the face/eyes region and keeps him from continuing the play, and it was much rougher in real speed than in the slow-mo that is being shown here.

Giving a yellow is the most laughable thing about this decision.
Conceding a penalty has been an automatic yellow card for the last few seasons.
How is this harsh? Lewis heads the ball but the Macedonian player could still go for it if Lewis hadn’t hit him in the face. While it was not intentional it doesn’t matter
Referees don’t even know the rules at this point. It’s not dangerous, reckless, or impeding so why is it a foul?
The Macedonian player has bought that by cheating and as always, been rewarded.
