What I don’t understand is why, in a place like America with huge stretches of land you couldn’t just build a factory that makes wind turbines and then get some all terrain vehicles to go plant the turbines. Or even just build a road.
You can build a factory; such things already exist. The problem is getting turbine blades from factory to installation site.
Building a road or otherwise crossing peoples’ property is hard legally. You can make it happen, but it’ll cost you years of delay and huge amounts of money.

Just buy the whole farm I mean. Or 5 next to each other.
That’s a way to make wind not be cost effective, and the owners may not be willing to sell.
