• Phantom, search and rescue would be made easier thanks to its gravity lift. There’s several variants of the Phantom, the best one for the role mentioned being the Kez’katu variant (pictured below), just replace the plasma cannons with cameras or spotlights

• Lich: can carry large amounts of cargo.

• The Chopper was originally meant to be an agriculture thing iirc so yeah.
