      Note that

      Despite the Kelston Toll Road not being approved by the local council, Watts hadn’t committed a crime.

      The road was in use for 14 weeks before the council asked for retrospective approval and the nearby highway A431 reopened early.

      He stopped because there was no longer construction for drivers to avoid by paying his toll.

    You only need to see how young Tom Scott looks in the video to know this is indeed very old news. They seem to have necroposted this thing from 10 years ago and posted it now without any reference about when the events happened, to make it seem relevant/recent.

    Morons who needlessly decide to close the roads and/or put temporary traffic lights “for safety” should be personally liable for lost time and fuel.
