Is washing powder safe for undearmour clothing? Else what would be some alternatives?
I tried the vinegar approach but it wasn’t working out for me. I guess maybe I can try the baking soda one

If you use the same washing powder for your other clothes then it’s probably safe for your athletic clothes as well.
I don’t see why washing powder would not be okay for synthetic fibres. The only possible issue I can think of is using washing powder for white textiles, which contains bleaching agents and other substances that would fade colors.
