You’re basing your opinion on the assumption South American countries can renovate their stadiums.
South America is broke. They can either print more money and cause more inflation (not good) or find someone willing to loan them (not likely since most of them are already drowning in IMF loans).
There is a reason South America let Spain have 2030 without a fight. Unless their economy gets better they know FIFA won’t let them hold a WC.
