This is a very good approach to a modern implementation of the mass line, however i would add one caveat which is that it needs to be coupled with a strategy or system that can weed out astroturfing and fake online chatter manufactured by foreign governments, subversive NGOs, corporations, etc. In short, bots absolutely need to be rooted out.
They are putting measures in place, and many of the libs and pro western bots are kinda easy to identify. They are very numerous as well, going on Weibo or Zhihu (their version of Quora) is like opening a fly trap and seeing it full of libs lol.

China never half-asses anything, I’m more than sure they have a shit ton of policies, procedures and projects in place to root out interlopers.
I’m sure China probably has like minimum 10 different policies and projects in place for just that reason.
